Kakuzu can win this. He is overall stronger and more experienced, and has also better feats in taijutsu. Also, no way that Jiraiya hair jutsus can penetrate Domu. So I'd give Kakuzu the edge.
Of course if sage mode is unrestricted the story changes a lot.

Of course his hair couldnt penetrate domu.


If OP left the sage frogs restricted but gave Jiraiya SM he has more potential.

Base Jiraiya takes this as his raw power and versatility trumps Kakuzu's.

Jiraiya easily overpowers Kakuzu's katon/fuuton or katon+fuuton combo with his katon + oil combo. Raiton gian is cancelled out with Oodama rasengan, dodged or countered with Bunta's suiton bullets. Jiraiya's hair counters Kakuzu's threads.

The main problem is domu because i don't think Jiraiya's katon or his FCD can breakthrough but Jiraiya can cast Yomi numa and follow up with FCD to submerge Kakuzu into the swamp. Kakuzu will have to counter Yomi Numa with katon+fuuton combo or raiton gian but if he is casting either jutsu, he isn't using doton domu which makes him vulnerable to Bunta's sword strike, water bullets, etc.

Jiraiya wins with mid-high difficulty.

Bold: Too much? Zukkoku has the height of the dead trees, which where Bunta's height. If they clash the difference is small.

Threads can't pierce his hair whereas his hair can cut Kakuzu's threads.

There's no need to blindside Jiraiya. The mask can directly throw Gian at him as soon as it gets out of Jiraiya's LoS. Gian travells faster than the mask so there's no reason for the mask to do all the ay behind Jiraiya.

Even if Jiraiya sees the attack, he still has to dodge it. He needs to interrupt the jutsu to sunshin away.

Threads can't pierce the hair but they can apply force on it to restrain Jiraiya. Is there any feat of Jiraiya's needle Jizzo that indicates it can cut Kakuzu's threads?

Plus Kakuzu's threads are a lot more than the hair basing on his EFG transformation against FRS Naruto

If i remember well Kakuzu's hearts can travel underground (i'll post scan later, Kakuzu used this ability to nullify Shikamaru's shadow posession). While underground the mask is safe from fire, and by simple distance calculation it's pretty easy to determinate when the mask is already out of the jutsu's range. So if Kakuzu uses domu with his main body, the raiton mask can be safe and use gian to make Jiraiya stop spittig fire. Or even better, if Jiraiya doesn't react in time, he can kill him

Fair point. But there's the fact that Jiraiya needs hand seals for that jutsu. If he is already restrained then i don't see how he could use that jutsu to cut the threads.

On the hypothetical case that Kakuzu restrains Jiraiya with a fast thread attack then Jiraiya is finished unless he gets saved by one of his summons (which is the factor why i give Jiraiya the victory)

About those scans, it's always implied that Kakashi was exhausted. But, being exhausted doesn't decrease his 3 tomoe reflexes, and, after that he was still able to use raikiri to save naruto and another one to kill Kakuzu, plus another sunshin that same time when he saved Naruto, so he had definitely enough staima to get away at full speed, meaning that thread attack was very fast.

EDIT: Let's not forget that Kakashi implied he'd have used Kamui to save himself from Kakuzu0s attack. And probably save choji and Ino. That's a pretty big Kamui. So he could've definitely sunshin'd away, if he could. The attack was "too fast"

By what it has been showed, movement is restrained when trapped by the threads.

Jiraiya is fast enough to shunshin inside an indoor hallway AND summon a toad in the time it takes Kisame to complete a Samehada swing. Neither Kisame or Itachi anticipated his arrival. That speed feat shows Jiraiya's fast enough to comfortably dodge Kakuzu's elemental attacks.

-Kakuzu's threads are burned away with Katon or sawed through with Raging Lion's Mane.
-sensory barrier alerts him to the masks location and lets him anticipate attacks.
-Toad oil flame bullet has a large enough AOE to fry several masks at once. They can't tank or counter it
-Clones, boss toad, and Jiraiya himself overwhelm Kakuzu
-Domu is busted through with multiple Oodama Rasengan or Jiraiya burns him from the inside out

if jiraiya can use chou oodama rasengan in SM, then he should be able to do the same in base and that should be enough to bust domu.

That coupled with boss summon, clones, his decent strength, speed and taijutsu ability should allow him to prevail without using SM.
