i want to say not quite. It would be fairly easy to say he was just because of how he looked against some Kiri fodder and a Minato that never knew of a jutsu that worked like Kamui. It wasn't like Obito was difficult for him to take on once he figured out how it worked.

i'm pretty sure it's not outside the realm of possibility that Onoki could've smoked him with little difficulty at that point.
