Muu is underrated because
1. He lost to madara easily
But people fail to see why he was defeated easily, he did'nt even put up a fight, he had no will to stand up to face madara, thus why he did'nt do jack, madara was already a legend, he was known for his power, that's why muu had no will to fight madara, so he chose to stay down and not fight, but that does'nt make him weak in any way against other xters, so people giving this excuse should please reconsider
Second point is
2. Him stalemating with gengetsu
First of all, gengetsu is NOT weak in any way, plus there is something called bad matchup, well gengetsu is not really a good matchup for muu, well vice versa (that's why they lost to eachother)
Gengetsu's body is liquid, which means taijutsu as well as muu's swords are useless so he can't oneshot him with an invisibility + weighted boulder punch combo, or invisibility + cutting off his opponents head combo (how many shinobis in naruto posses this? Only 3 are shown)
Gengetsu has clam genjutsu which can only be detected by CONTACT sensors, muu is not a contact sensor, so his sensing is useless to the clam, nor can he sense gengetsu
Gengetsu mostlikelys has hidden mist jutsu and what not that we have'nt seen, which will play a huge role in fighting muu
Let's not forget it took 2 kages and kcm naruto (yea a clone but still strong) to take down muu, he was one of the few who faced off against strong opponents, the rest being nagato and madara
Muu would have oneshotted ohnoki pretty easily despite him having jinton and flight
Muu has game changing techniques like:
-Flight: with flight alone he has a great advantage over his foes
-invisibility + erasing existence: even KCM naruto could'nt detect muu while he goes lowkey mode, and how many contact sensors are there in naruto to detect muu? Very little
-fission: he basically has an izanagi, with no intel he takes almost anyone by surprise
- jinton: gives zero f*ucks bout your defence and vapourizes you out of existence
- he can pretty much make you so heavy by touching you with weighted boulder jutsu like ohnoki does
-fast enough to react to KCM naruto, not just react but decided to dodge at point blank while naruto was inches away from his body
I don't see how the likes of minato, tobirama above him in tier lists, very few can defeat him, muu is really underrated
