Plot.
Plot. I know everyone is trying to form some reasoning out of this but we've already seen on many occasions that Obito is more than happy to take whatever eyes and powers he needs to succeed. It makes no sense then when you look at how he does that all the time but never once tried to retrieve his eye. IMO Kishi did this simply to keep the Obito/Kakashi mystery alive and to not allow Obito to be too powerful.
Just think about it. Obito vs Konan never would have been as interesting if he had DMS. His biggest fights would be over in seconds.
As for Konoha "knowing" that it would be Obito who stole the eye, I think that's a stretch. Everyone and their uncle wants the sharingan so there's no way of knowing. If Konoha heard that Kakashi was killed theyd prob think another country's ninjas took it. Obito could also just warp Kakashi's body away so no one would find it.
When would he have attacked Kakashi? He was almost never alone. And why risk giving away his identity?
He wasn't seeking power and he isn't a man who takes a gift back .
To keep his identity a secret.
If he came back the next day demanded his eye back and said he was plotting to take over the world obviously kakashi would tell everyone and he wouldnt have been able to manipulate the Akatsuki and such as easily. He would have to kill kakashi, and considering kakashi was always stronger than him as a child, maybe he was scared he wouldnt be able to defeat him. It would have been a lot of effort just to get back one eye, and until the uchiha massacre, there would have been plenty of sharingans up for the taking, not to mention he had madaras rinnegan available.

Risk giving away his identity? Not even Minato could get off his mask, or even assess who he was judging from his voice, ideals, capabilities and actions.

He wouldn't have needed to see his face. Kakashi already had suspicions that Tobi was Obito. If he fought him with the same eyes Kakashi would have figured it out.
Why did Kishi wait to make Tobi use mokuton on Bm naruto instead of Konan?

It's not like Kakashi was totally unaware of the similarities between their eye powers. Obito had the same eye that he supposedly died with and was wearing a mask. That very suspicious regardless of Obitos words. If he had attacked Kakashi of all people while he was alone that'd be even more suspicious.He was alone at Rin's grave.
Because Obito purposefully left hints.

His suspicion started partly because they both used kamui. Kakashi didn't start using that until part 2. We're talking about right after Obito became evil, which was over a decade before part 2.
Even still, he had the opposite eye and a mask. That alone stirs suspicion. And like I said, they couldn't have an all out battle in the middle of the village. Another thing, Obito had to remain an anomaly. He'd be giving himself away by recklessly exposing himself.
That doesn't he is missing an eye. As a matter of face, Obito already replaced his missing eye with a random sharingan.
As for fighting him in the villiage. He can just take him into his dimension. He already did so in the series.

Obito hiding one eye insinuates that he either doesn't have one or doesn't use it which would lead to the idea that the masked man has one eye similar to How Obito was last left.
Also if Kakshi had just gone missing that would lead to suspicion as well. There virtually nothing Obito could have done involving Kakashi that would have allowed him to reclaim the eye without suspicion.
