This can be any EMS, any complete susanoo, and any mokuton level. It doesn't have to be a specific kind of person.

Lol and where did you get this from?

Sasuke who had hashirama tissue put into his body couldn't use a single mokuton technique.
You keep mentioning incarnates despite me saying that this has nothing to do with them, do you have a hard time paying attention or are you coming here with alternative motives here?

This thread is about giving any Uchiha the best known step out there.
Each person gets full capabilities with eyes (meaning both) and the best use of transplanted tissue in their body. Madara being able to copy the seals from Hashirama doesn't count here.
