Ghetto is a state of mind. Fair.
However, even if I don't know any city that doesn't have at least an "hood", I can realize it's not the very best perspective for a city to have its suburbs full of poorness and criminality.
So, why do you think it happens? What is the reason that leads people with financial problems to be segregated in such places? And especially, what would you do to solve this problem and give a decent existence to every people in your city?
How "ghetto" is the place you live in? ;)

my city isn'tghetto,

in fact, it's urban...clean, diverse, with tons of stores to shop or eat at.pretty good economy here...only problem is I can't get a job here!

Bro, "Hood" is short for neighborhood. And it's called Low Incoming Housing (Section 8) because how much money they make, which is not much. Also, it's far from a ghetto. Honestly, it shouldn't even be called a Ghetto.
