Because uchiha downplayers making 3t sharingan seem like a rare pokemon amongst uchiha. It easily existed but i cant say the same for ms users or hyuugas like neji

What time period is that picture from? and who provided this info? If that a flashback scan from obito then there's inconsistencies. Peep his and Itachi's Madara story for example. Plus, given the amount of people in that scan doesn't justify assuming the average one has that. There's like 5 people in that scan compared to the hundreds of members.
I understand if Obito's lab had a close up on the eyes as that would end the doubt but it doesn't. So it's basically still speculation. Especially given the fact that we don't even know what an average uchiha or hyuga have.
One thing is for sure tho:
The hyuga weren't ****ing with the uchiha during the warring periods. That includes the senju vs uchiha wars and all of the great ninja wars. I'm only saying that because im pretty positive 3t was being unlocked left and right during that time on the basis of their fellow members dying. That and they were explicitly stated to be the strongest clan next to the senju.
Can't say the same for the period around Sasuke and Naruto's birth.
The Hyuga in my opinion only stood a chance during the peaceful period where hiruzen was hokage given the state the clan was in.
