Nekmamaushi is a badass, he is my favorite newly introduced character in the new world so far but he lacks battel feats for now, and so I'll go with doffy.

It's hard to gague Nekomamushi's strength because we've only seen him fighting against Jack, offscreen, and we don't know how Jack compares to Doffy.

I'm going to go with Doffy, just because i like his glasses.

Him and the Dog are legendary people that were around during Shanks amateur days. They're definitely stronger if they're able to flail Jack's first mate like that. No shichibakui can do that except for Mihawk maybe.

Neko fought to a stalemate against a guy who is one of Kaidos top 3 calamities who has a 1 billion beri bounty, also Jack is being saved for a later time in the story indicating he is very strong and likely stronger than Doflamingo who was just defeated an arc ago. Luffy even sensed that a weakened inuarashi who was equal to Neko to be very strong, mind you the only other person Luffy sensed to be strong was Fujitora, an admiral. He also seems to be a veteran as inuarashi seemed to know Shanks, and the two seem to be on good terms, as he had nothing bad to say about Luffy wearing his hat.

Neko pre torture could have definitely been equal to or stronger than Doflamingo. But I expect him to be weaker with these injuries.

Man the new character hype is strong on the base, Capone still aint shit until we see him some more, he's definitely not above Luffy and Luffy couldn't beat Doffy 1v1 right now(don't bother there's no argument to be had here, he simply couldn't beat him 1v1 at his current level) so Capone's reactions aren't comparable to Doffy, who cares if he gets scared of Nekomamushi that means nothing, Luffy aint intimidated by those animals and he wouldn't be even if they were threatening so taking Capone's reaction into consideration is a poor choice. Also if the only intel is manga then that means Neko hasn't shown haki yet so the edge in haki goes to Doffy. Doffy would win given all we know right now at around the same diff Jack would have.
