It's not always guaranteed, they could focus on Sanji and the fight between Dragon and Blackbeard this year if they choose to. We might not see Luffy untill 2017, it's not likely but it's up to Oda.

Luffywill be mc as usual. Sanji will probably get about as much screen time as Mingo did last year which is a very good amount. Oda will work it out.

Of course we'd see the main character of the serie this year. I could guarantee you we'd even see him more than Sanji despite it being his year. It's his year because of the highlighted moments he'd be in as well as story telling, not because of his amount of panel time. We see currently for example that the focus would be on his wedding and the lot
