Conditions - Minato starts in SM on top of Bunta, Tobirama has 5 edo fodders already summoned.

By simply the fact that Minato is never tagging Tobirama, whie Tobirama can tag Minato, since he has a huge AoE attack, while Minato doesn't.

He uses an edo for it.

1- Tobirama's reflexes are enough to react to a Juubi jin from close range. His reflexes are >> Minato, and he has an attack that's >> Minato's in AoE. They have the same speed (infinite) so guess who has mora chances of tagging who.

2- Tobirama says "it's the first time i use this with my own body". So he has used it with previous edo tensei bodies of course. Without restrictions on this match, he has 5 edo bodies to make them blow up. He just needs to manage to be away from minato when this happens and he has the necessary tools: Bunshins, FTG, and edo tensei that works as a moving marking.
