My theory goes that when she goes through the process of gathering chakra into her forehead, maybe a good amount of it is misguided and ends up flowing into her chest, causing a permanent enlargement. Either that, or she purposely flows chakra into her chest to enhance it's size and therefore increase her *** appeal to maybe give her some sort of feminine advantage. Unfortunately, this is one secret technique that Tsunade will not pass on to Sakura.
