Do all rinnegan have same abilities or is it like the Sharingan?

We know that all sharingan have same base abilities however those of Mangekyo depend upon the chakra and heart of the users....i mean not all uchihas could do a susano or a kamui or amaterasu. These were the techniques of specialised high quality users. Shisui had teleportation and ultimate genjutsu, Itachi had the ultimate offence which he later passed on to Sasuke....So is that the case with rinnegan too? Rinnegan of Madara and Sasuke having different abilities for example. If that was the case wouldn't it be unfair to assume that Sasuke could use all the rinnegan abilities shown in manga till date? Also when Obito has Madara's rinnegan he never used Nagato's techniques nor has Sasuke even in his fight against Naruto or Kaguya or Kinshiki and Momoshiki, so can we assume that rinnegan abilities too depend upon its user rather than having same abilities?

Kishimoto's plot restriction is the reason why only Nagato showed all Rinnegan techniques. He made his villains too powerful and didn't see another way for the good guys to win.

logically sasuke should have all 6 paths, however it's one of those never ending debates whether or not he has them all. just like the never ending debate if sasuke obtained amaterasu himself or if it's the same one that itachi implanted in him which means sasuke does not have the same unbreakable tsukuyomi itachi had.

Nagato had to grow up figuring out this terrible power. Madara was feeding chakra to the gedo mazo. dont forget that nagato is senju so the eyes were never his to begin with. He never had a choice to make the eyes his own power which makes a great plot in my opinion. Madaras plan was to use nagato's chakra reserves to keep the eyes safe until he can be reborn through edo tensei.

what did you mean that no characters earned power? With nagato it was never his eyes so i can agree to his story. but all characters had to train to be able to use their own attributes. If you mean that chakra was the result of everybodys power passed down through generations then yea i can agree. Its not like they didnt earn it because they still had to hone skills and train

I mean we can't blame it on plot just because it didn't go the way we wanted to. Kishi may have his reason's on why nagato is the only one that gets those jutsus and why everyone else has something different. It could be the fact that nagato is Uzamaki while the rest are Uchihas.

More like plot nerf, on topic, yes they do have the 6 paths ability, but obito only has one rinnegan, he can use preta (when he absorbed senjutsu from madara, and human path, when he tried to read yamatos thoughts) if one awakens his rinnegan as others said, he gets a bonus ability
