Well Prime 1M did create his own universe, no help, no nothing. And Superboy Prime can't change events in time, a 5th Dimensional Imp can, and then of course, Klyzyzk (Imp Supes) and his descendants, can.

It's a futile argument anyway, because Boy Prime serves as a fraction of 1M's power.
