I think you got the order mixed up, Skipper. After all, Hebi was formed a few days after he absorbed Oro.
So, in a sense, i guess that hebi was meant to resemble oro, and Taka his growth.

Taka Sasuke still did some weight training as he had to stay fit if he was going to attack the leaf. People can't recognize this because he didn't flash his body as much as Hebi Sasuke.
