Not wanting to waste anymore time, Tobirama marked the kunai in his hand with the hiraishin fuuinjutsu, his hand still covering the mark so Jiraiya cannot see it. With a single handseal, kunai put back in his pouch, and with the use of his overwhelmingly powerful chakra, Tobirama manipulated the air's moisture with suiton chakra in such a way that two penguins began to hover around his shoulders, becoming his eyes and ears around him as he focused on the Sannin. One penguin was made of a chakra draining mist whilst the other was made of a crystalline water, both very dangerous in the right circumstances.

It then exploded upwards at an alarming rate, sending the sannin flying through the air. The Nidaime Hokage then dispelled it with a single hand gesture as he raced forward, wanting to close the gap.

With the rapid release and manipulation of suiton chakra, a suiton specialist will be able to form one hand seal and use the air's moisture to create two penguins of water, the same size of Shima and Fukasaku respectively, that fly around the user or stay on the user's shoulders. These penguins are special due to their signature techniques and composition, their names being Staryu and Starmie respectively.
Staryu - Staryu is a penguin made of water and through the rapid release and conversion of suiton chakra, has it's composition changed to that of a chakra draining mist. Due to Staryu's composition, it is able to create various ninja tools (kunai, shuriken, spears, swords, etc.) and shields of chakra draining mist up to short range of the user and control them with relative ease, however, once the tool is moved out of short range, it continues it's course at the same speed to wherever it was headed. This ability is b-ranked in power, but once the opponent is hit with this mist, they become significantly more sluggish due to chakra being drained from the opponent (speed drops by two ranks for two turns).
Starmie - Starmie is a penguin made of water and through the rapid release and conversion of suiton chakra, has it's composition changed to that of a crystalline water. Due to Starmie's composition, it is able to create various ninja tools (kunai, shuriken, spears, swords, etc.) and shields of crystalline water up to short range of the user and control them with relative ease, however, once the tool is moved out of short range, it continues it's course at the same speed to wherever it was headed. This ability is a-ranked in power, but has no other effects except for causing excess lacerations and having more power compared to regular suiton due to the crystalline like composition of said water, but still not enough to overcome it's elemental weaknesses.

Jiraiya watches as he see's Tobirama playing with a kunai but not throwing it. Jiraiya hadn't heard much in his years about the second hokage just that he was a water Master and that was evident from the two penguins of water forming on his shoulder. Jiriaya had never seen these before but he wasn't going to wait to be recked by the second hokage. Jiraiya began by focussing his chakra into his legs sprinting forwards towards Tobirama, the best way to truely find his strength was up close. Jiraiya in his full jounin gear dashes forwards when he sees water form around his bottom half as the 2rd does a handseal. Not waiting to find out what was going to happen. Jiraiya leaps into the air releasing a surge of chakra through his own body decreasing his own weight by x10 meaning he goes higher and does so alot faster. He goes up above Tobirama that as he looks up, the light from the sun behind Jiraiya would blind him not being able to look at him. Jiraiya throws the kunai he had in his hand down on him aiming for his chest.

Description: Contrary to its counterpart (the Earth Release: Added-Weight Rock Technique), instead of making the target heavier, this technique makes it much lighter, though still using the same principle and mechanics. The user will make direct contact with the given target (through his hands), infusing them with earth chakra and lowering their weight drastically. The technique can lower a targets weight up to 10 times less than it originally had. This allows freer manipulation of the affected objects, which would normally carry considerably more weight and as such, require a greater amount of exertion to move. The technique can be used on the user or other shinobi to increase their speed, but as a consequence of using it this way, it results in the decrease of the physical force of their blows. The same principle applies if used on a physical attack wich will be faster but will carry less momentum and as such, less physical damage. It doesn't change the "strength" of binding techniques (like Sand Release), where the user is manipulating a dynamic element but will decrease the impact damage of techniques that rely on it.
Note: The initial effects last for 2 turns or until countered.
As he throws the kunai down, Jiriaya being a master of earth claps his hands together opening his mouth shooting down an array of mud bullets from his mouth down on Tobirama and his penguines as he can't directly look up at jiraiya due to the light behind him.

Living on the edge and all, and same as i don't know much about how Tobirama's jutsu work, just that he can teleport somehow.
As the white haired ninja jumped into the air, Tobirama threw his marked kunai straight into the air, not wanting to hit Jiraiya. As the kunai went in the air, Jiraiya would be under it after he peaked during his jump, throwing a kunai down towards Tobirama. Not wanting to be under the legendary sannin, Tobirama dashes forwards and swivels his body as he pulled out another kunai, marking it once, stopping three meters away from Jiraiya (length wise, not height wise) as Jiraiya is still in the air, now shooting mudballs towards him. Tobirama smirked as he noticed the earthen attack was indeed a projectile, and now things would be interesting. Tobirama then flashed his kunai forward in both hands, creating a portal in front of himself that absorbed the earthen projectile, redirecting it at Jiraiya through the marked kunai up in the air. As the earthen projectile made it's way to Jiraiya, the penguin made of mist generated a mist kunai that aims to puncture the sannin's buttocks, draining him of chakra and hindering his speed down two ranks due to the chakra absorption abilities of said penguin (an ability of the penguin that is b-rank and costs a move).

As Jiraiya is in the air he sees the kunai go up but it misses him so he spews out the mudballs anyway. But the Second doesn't try to avoid he just holds up a kunai infront of him and the bullets go into a barrier. A flash of panic crosses his face, he'd seen this before from his own student, Minato, absorbing an attack through a barrier, but it had to be let out...Jiraiya's head shoots in the direction of the kunai above him. Shit!. With less than a couple of seconds to react, he releases a stream of fire from his hands infront of him proppelling him backwards out of the line of fire of the mud shots come down on him, these mudshots would hit the mist kunai aimed for Jiraiya's ass which he would only notice as he goes backwards.
Jiraiya moves backwards through the air at high speeds realising due to that barrier jutsu, head on attacks would be no uses. Moving the direction of his hands he pushes himself down to the ground at high speeds, releasing the stream of fire, landing on the ground with one handseal creating a swamp short range around the second hokage (5m radius, 15m deep) the swamp is very runny but very sticky causing the second to sink up to his knees almost instantly, catching him off guard. But that wasn't all. Thank to his reduced weight, his speed was also increased.
He dashed forwards at high speeds running around the swamp in a flash of speed dropping 10 kunai with explosive tags (6m radius around you) jumping backwards detonating them all with a single handseal causing the explosion to do alot of damage from so many tags, the blast blowing away your water penguins and leaving your body trapped in the mud as Jiraiya slides to a halt his weight returning to normal.

Description: The user will first perform Boar → Tiger and then by changing the surface of an object beneath an enemy into mud and creating a non flammable swamp, the user can sink his enemy into the mud. The adhesive, chakra-infused mud ensnares the enemy's body, making it almost impossible to recover one's strength and escape from the swamp. The size and depth of the created swamp depends on the user's skill and the amount of chakra used, but if the user is an expert in this technique, it will always be possible to make a fair-sized swamp which is extremely effective against a great number of enemies or when having to face gigantic creatures.
