I think the OP means why didnt Kishi give her a new ability instead of recycling Kimmimaro's jutsu.
Im guessing he thought it might be nice to reuse the bone kekke genkai and a lot of people liked it and give that to kaguya. plus it makes sense that her jutsus are all ones we have already heard of eg the sharingan, byukugan, as she is the originator of chakra so all abilities would have originated with her and then adapted with new techniques being added later on.

that sh*t wasnt recycled at all...in fact the databook made it clear how different the jutsu were...
kaguya had the byakugan...wasnt that sh*t recycled?

Main difference is that both Shippuden and Part 1 finished with a main Kaguya Final Villain before the last fight between Sasuke and Naruto.

Kaguya is a folkloric legend though, she's not an original Kishi-Naruto character. Prior understanding of the Japanese fairy tale helps big time. Kimimaro is a Kishi creation.
