Kotoamatsukami is a MS Jutsu that can only be use every 10 years unless you got 1st Hokage's DNA. Itachi said the 10 years mark didn't reach yet until the war arc and that is why he couldn't use it on Sasuke.

The war arc took place like 4 or 5 years after the "Uchiha massacre".

Shit...Now I'm confuse. Shisui was on his way to use Kotoamatsukami on Sasuke's father, but failed due to Danzo. Meaning that he didn't get to use it at all.

So why Itachi sa, "Kotoamatsukami" wasn't ready at the time to use on Sasuke?

Shit...Now I'm lost or there is a plot-hole!

But anyway, How they know about the 10 years period? Meaning the Shisui had awaken the MS like at the age of 6 to 8 and use it before.

We all learnt that Yagura (Mizukage) was under the control of a then unspecified person.We later learn this is madara/obito and we also know that itachi had help in the massacre for he alone couldn't kill a whole clan. I think either danzo or/and obito assisted him and payment for that was the eye of shisui.Which obito then used to control Yagura and insite the massacres of Kiri. this would work with the timeframe aswell.

uh no danzo made itachi do it then itachi asked obito.
the scene with kisame killing the fish dudde that had samehada might be connected to danzo since he was leaking intel to the enemy(konoha) as obito put it

wasn't sasuke like 7 when the uchiha massacre happened,12 at the start of the series and 16 at the start of shippuden.that makes like 9 years since the last time the eye was used.we don't know how long it was between the start of shippuden and the war arc but I think it's safe to assume it was atleast a year.so itachi only being able to use it in the war arc makes sense
