Could every Rinnegan-eyed use Shinra Tensei?

Why a so powerful jutsu was used just by Nagato? Could Sasuke or Madara use it, if they wanted? It's supposed to be a Rinnegan jutsu, but I remember that Obito, while having Rinnegan, could use just a few of that eye jutsus

Depends if you're powerful enough with it. Pretty sure Sasuke and madara could obito cannot tho

Databook also said ST is part of Deva Path, which is apart of Rikudou no Jutsu, which is apart of the Rinnegan. And since they have the Rinnegan and have Deva as part of RnJ, they can use it.

"Users" means people who have been shown to use a technique, not those who could use it.

Nagato can use the Rinnengan jutsu thanks to Madara eyes.
Kakashi could use Kamui thanks to Obito eyes.
Madara could use Kamui thanks to Obito eyes.
Danzo could use Shisui mangekyou sharingan thanks to his eye.

Madara eyes are what granted Nagato the Rinnenngan jutsu, so Madara getting his eyes back would grant him those jutsus.

Of course they can.
Shinra Tensei is part of the six-paths techniques that every Rinnegan-user can use. I'm sure Obito could've used this jutsu too, if he had enough time to train with the Rinnegan. Madara and Sasuke (after VOTE2) can use it without any discussion. But they didn't need it.

So sad that we will never see what a full-power Rikudou Madara could do with his original Rinnegan :/
If we look at what Nagato could do when he destroyed Konoha... the animated picture is absolute possible.

Yes maybe, but ST isn't part of his fighting style at all. Obito prefers sudden and snap attacks rather than ultra destructive jutsus like Nagato. He must have read The Art of War by Sun Tzu XD
