Mass shootings from terrorists are worse than mass shootings from random nut cases because it's precisely the political element of the shootings that inspire more terrorists recuitment.

That is, the more shootings that happens from ISIS, the more they will be able to recruit.

Also, the more they recruit, the more attacks would happen. Then, The more this will result in backlash against the Middle East. The racism that ensues. The more resentment the U.S. will feel from those from the Middle East. This could snowball into a uprising from those that doesn't even sympathize with ISIS.

A terrorist attack from the outside will cause mass hysteria and confusion.

There was no mass panic after James Holmes struck. There sure was after 9/11 and the Paris Attacks.
