You say that as if it takes a day to organize and start a war :sdo: like it's something that happens over night. He had to create several thousand white zetsu, collect all the bijuu and generally make sure all the preparations were complete.

First thought was shikamaru but then again he was really lazy so he probably isn't the most organized

You guys seriously need to think with your brain; Shikamaru is far from the most organized character because he is lazy and would say it's a drag to organize anything at all.
I can imagine him lying down on his bed while clothes, food, and many other materials are messy all around the room. His father comes in and tells him to clean it, and then he says "Ugh. Not now. What a drag - you do it."
