The essence of Futarime no Rikudo

I think Kishimoto-sensei sets characters' power level as a measurement if their determination. Naruto is determined to help others see through their deception and acknowledge who they really are (as how he defeats Obito). Hashirama is powerful and defeated Madara at VOTE because of his determination to protect Konoha, even if it means sacrificing his friend. Hashirama and Tobirama lose by far to Madara in the present day because their determination to protect Konoha has somewhat shifted to Naruto and Sasuke (such as when Hashirama goes as far to ask an Uchiha to stop Madara and give him charka and a jutsu).

Now, regardless of how powerful Naruto, Sasuke, Hashirama, and Tobirama are, they all fall far below Madara's power level. This is a testament of how powerful Madara's determination is to establish a new world of winners, peace, and love, a world Hashirama failed to create. Madara has held unto this dream for about a century or more. This far exceeds Hashirama, Tobirama, Naruto, and Sasuke's lifespans. For cherishing something as precious as a better world from childhood until death is what empowers Madara to becomes as powerful as he is today. His power level is on a completely different league from everyone else because Madara is, in essence, a personification of "not giving up". Some people may be against the world Madara envisions because it is a Tsukiyomi. However, compared to the shinobi world right now (Under the current shinobi system, Team 7 were made to face the Demon of the Mist Zabuza at 12 years old!), Madara's version of winners, peace, and love topples over all systems (as representative of his strength surpassing everything).

Yeah Madara's "Peace" is subjective. Peace forced on a people without choice is just another word for enslavement which is what Madara did in essence. But I digress and agree with you about his determination though. The only one with more determination than Madara was Black Zetsu. His plan was in the making since Kaguya's 1st defeat...

...does that make him stronger than Madara?

Well he's had access to more power than anyone. He's possessed Gedo-Rinne Obito, 2 Kamui Obito, RSM Naruto, Rinne Sasuke, Dual Rinne Jubidara and 90% Kaguya while having access to their chakra and abilities.

He's essentially had access to 3 Rinnegan & 2 6-tome Rinne-Sharingan.

Well, i agree however,

Kishi said Madara was the strongest and unbeatable = fact. He had to use plot to rationalize his defeat, that being Black Zetsu. People forget one thing... it was KAGUYA who created Black Zetsu, one could say it is an extension of her and it even rested in her sleeves, so I'd consider them one and Black Zetsu guess what, pwned Madara. So Kaguya > Madara in terms of pure power. In terms of battle experience and skill, it's Madara, no one is better in that department, Madara was essentially a war-machine, he spent his youth on battlefield.

Kaguya is the very strongest, only Six Paths: Chibaku Tensei can get rid of her. It took both Hagoromo and Hamura to beat her and ONLY thanks to said technique. Hagoromo somehow later on got both parts of it. But would Hagoromo be able to fight and seal Kaguya? Answer: no. He was a priest and he needed help from Hamura when they both were young, I pretty much doubt grandpa Hagoromo if alive would be able to counter her, being old and all.
