Hashirama was capable of doing this without the Byakguou, and from memory, without hand signs either.
(1) When did Madara ever say that The Strength Of A 100 was inferior to Hashi's healing power or that the quality of the healing was less-then? I mean I'm not trying to get fresh but I honestly don't remember that scan, panel or anything else.
(2) No Hand Signs = doesn't equal no initiation, meaning that Hashi's healing didn't work without admission, one can even argue that the conduit of his healing power stems from his SM.
I just noticed something. Before I believed that Hashirama was able to insta-heal at any point in time, but that is not the case. I believe he can only heal while in Sage Mode.
Let me go back and post what Madara said about Hashirama's healing.

He first mentions that he can heal without the use of Hand-Seals, which Madara later acknowledges Tsunade's Yin Seal of Rebirth tech to be exactly like Hashirama's healing.

Next, most people were dumbfounded to the fact that Hashirama could commit suicide and bleed from Madara's battle if he were able to heal instantly. But notice, that in those instances he wasn't in Sage Mode.

So here is where I noticed something that most people may have missed. When Madara possessed Hashirama's Sage Mode, he fought with Sasuke and had a sword pierce through his bicep. Afterwards, Madara's wound healed.

-Hashirama can only heal without seals while in Sage Mode
-Madara now possesses Hashirama's Sage Mode and can utilize the same healing ability.
