Naruto in "The Last" was always holding back, or not showinf his full power.

I've seen many people assume Naruto was going all out or using modes he really wasn't using in The Last. Just gonna show, Naruto never remotely used his full strength. He was fighting with what he's got, but he never went all out.​

Naruto was in Six Paths Sage Mode.​

Simply incorrect. While Naruto posses the cross marking of Six Paths Sage Mode in is eyes. The Mode's marking's differ.

Out Tailed Beast Mode

In Both in and out of Tailed Beast Mode the markings that represent Six Paths Sage Mode are golden eyes with cross pupils without the red markings about the eyes indicating Toad Sage Mode.

In "The Last" Naruto has cross pupils with red markings about the eyes, meaning he is using Kurama Chakra Mode in conjunction with Sage Mode.

And this change wasn't simply due to time or Naruto losing the form, as he utilizes the form in Naruto Gaiden: Scarlet Spring Month,

Understandable considering in the two years Kurama fused with his Yin and Yang(Light & Shadow) halves into one, increasing his power to whole. Many I have seen have used this as the excuse for Tailed Beast Mode having a change in appearance.

But this is simply not the case.

Above is a image of Naruto is his Chakra form from The Last. Immediately it bares resemblance to Kurama(Tailed Beast) Chakra Mode.

^ Notice this forms holds a heavier resemblance to Naruto's "The Last" Mode.

And, as said before many have suggested the fusion of Kurama or Hagaromo's chakra may have influenced the form.
While that may be the cause, my belief is that those additions are the result of the black markings change in appearance, and this.

Tailed Beast Mode has a significant difference from Tailed Beast Chakra Mode.

The Vest.
In Tailed Beast Mode Naruto gains a Notable Black Vet that resembles a undershirt if normal clothing.

This simply did not leave with time, as Naruto in Gaiden, and Boruto the Movie both gain this vest when they entered Tailed Beast Mode.

Naruto focused all his chakra in his one punch for Toneri.​

Again, Understandable. Seeing Naruto seemingly leave his Chakra Mode and it only appear about his hand.
But, I argue, what makes it different from how strong it was before? Naruto is hit with Toneri's "Golden Wheel Reincarnation"

and does not have a scratch on him, his Chakra Cloak protecting him from the damage. And Keep in mind Naruto was in the air during the time he was hit, the force sending him down with the blade. Later, he's on the ground where he can physically move against the sword.

While you may think he used all his chakra for that punch and deflecting Golden Wheel Reincarnation, I will disagree.

These are my counters for those who think Naruto was going all out against Toneri. And, I am in no way saying Toneri is week, just that he wasn't as strong as others believed compared to Naruto.​

You mean plot was holding naruto back? Both those movies sort of had a reason why he couldn't use full rsm. (Toneri blasted naruto chakra out of him & momo was absorbing kurama's chakra for a while)

It can still be called "holding back" because he never went all out, sasuke for example had his rinnegan active but he wasn't using susanoo, amaterasu or any of his more powerful techniques during his first and second encounter with shin.

Both of them being in their more powerful forms doesn't mean they were giving it their all.

Something being activated in parallel =/= activating something specifically. Sasuke had to activate the Rinnegan in his left eye because he activated the Sharingan in his right eye. That was inevitable. However, for Naruto, he could have done the same thing with just BM, there was absolutely no need to go RSM.

Why would he not activate the thing that heightens his awareness and protects others via chakra?
