I forget everyone who does have COC apart from Luffy shanks and Doffy.

Anyway, here are some characters that will probably turn out to have it:
BB, Kaido, Big Mom. Because Yonko.
Edward Weeble, if he's going to be a "Whitebeard Jr" he pretty much needs CoC.
Sakazuki, Kuzan. Possibly the other admirals, but these two just seem the most likely to have it.
Garp possibly has it, Dragon definately has it.
If we ever find out what his powers are, Rodger. Even if we don't, there's no doubt he has CoC.
And of course, God Usopp
