It seems Suigetsu is quite literally in his element, and so wins the match. If he could be hurt then this would be a sweep as Jugo and Kimi are both stronger opponents.

By the way, if Zabuza says Haku was stronger than him there is a good reason, for example I can't see KImimaro escaping from Makyo Hyosho
