Lmao! lmaoooooo. Orochimaru was just trying to be the greatest scientific genius in the universe! He understand how the shinboi world work, saw that it was pointless, and had no interest in it.
But really, if Orochimaru really cared about the shinobi world, he would've change it a long time ago. Dude is lightweight like Lex Luthor. Got all the knowledge to fix the shinboi system, but just wanna make the 3rd hokage suffer.
He basically killed to make himself look uglier
Maybe if this was real life.
But real villains don't get to pay for their crimes by saving the world after they repented for it. Which ultimately draws the line between fiction and reality.

jk, he needs to be on house arrest for 10 years or incarcerated. But I guess him being away in another dimension for 10 years is enough of a punishment I guess.

Sasuke redeemed his crimes like enter the Akatsuki When he helped against Kabuto, Juubi, Obito, Madara and Kaguya and brought 4 Hokages to stop the war.
He actively opposed the war, and ultimately put it to an end saving everyone in the process.
He didn't kill anyone in the war excluding White Zetsus
After still dissipated the Mugen Tsukuyomi. Saving the humanity to become white zetsus.
Without Sasuke's participation in the War the whole world would be destroyed. This is more than sufficient to sasuke gain his pardon.
Kabuto's crimes
Orochimaru's accomplice in all crimes
Killed thousand of peoples by slaughtered and experiments.
Tobi's main ally in War.
The main enemy in War.
Brought an entire Edo Tensei army to fought against the alliance.
Brought Madara back to life.
Killed more of thousand people to serve as sacrifice to Edo Tensei
Kabuto is responsible for 10.000 deaths and all the deaths Madara and his Edo Tensei army caused.

If Oro get's diplomatic immunity for being a 'war hero' (I mean, technically) Kabuto deserves half of that special treatment considering he saved Sasuke's life and literally hasn't got a touch of evil in him anymore.

Sasuke's plan wasn't destroy the world or transform the entire humanity in white zetsu.
The revolution that Sasuke wanted never will destroy the world but bring peace.
Only the 5 Kage would die.
Plus everybody was dreaming in MT during these event.
Nobody except Naruto, Kakashi and Sakura knows about this.
Nobody died as consequence of that plan.
Only Naruto lost his arm.
Naruto and Kakashi pardoned Sasuke by his plan of Revolution.
They didn't see any reason to tell anybody about this because nobody died and Sasuke was totally reformed withiout any darkness in his heart

Sasuke isn't capable of beating Momoshiki by himself or dealing with Toneri.
Kakashi already said the only reason he isn't serving a life sentence was because of him undoing IT with Naruto. It's not even that big a deal anymore to me tbh. It's not like I can change anything.

Sasuke witnessed what Itachi did and i'm sure trusts his judgement on the matter. He'd be needlessly cruel and stupid to take matters into his own hands when his brother himself explained to him how the jutsu worked, what it did and why he did it to him.

Except Itachi saved Kabuto, which made him realize his mistake, and then he saved Sasuke, who in turn saved the world.

Reasons not to:
1. Shinobi World Peace Deal clearly unites the NV & is good for everybody's sake.
2. Konoha's wrongdoing is the reason Kabuto existed.
3. Saved Sasuke's life when before Izanamitherapy wanted his eyes.
4. Disrespectful to Itachi, needless when Sasuke had Itachi's actions explained to him.
5. A huge asset to Konoha's ranks.
6. Literally is not the same person and literally cannot fall back on old habits even if he wanted to, his brain won't let him.
This isn't the real world. This is a world where a magical power has literally undone one individual's twisted behaviour, insecurities and psychological complexes. That has to be noted, a person in this world CAN literally be 180 'fixed'. And we have certain ways of telling that is the truth such as Naruto's sensing and Sasuke's witness.
