I would put Indra/Asura lower, and I'd raise Tsunade and Nawaki. Bolt and his sister are definitely somewhere in the middle for sure.

Not when you take into account that Itachi sacrificed everything because of his love for Sasuke, & he is the only real reason Sasuke didn't destroy Konoha.

And the high proficiency of their team work, though they only teamed once definitely places them at top spot.

Along with the heavy emotions they brought to the manga. Their interactions were the closest any fictional peice has ever brought me to crying, although I didn't.

Hashirama practically threatened Tobirama for suggesting a very reasonable course of action(kill Madara). I know Hashi loves Tobirama, but I wouldn't place them over Tsunade and Nawaki.
