Luffy is obviously strongest. There shouldn't be too much debate.
Zoro only because he's considered vice captain. I like Sanji more, but Zoro is just slightly stronger but not by much
Sanji cause he's part of the BIG 3 of the Strawhats along with Luffy and Zoro.
Brook though maybe it's very debateable. He takes out opponents with a single strike. Experience is everything.
Franky has a lot of fire power and many tools but doesn't have enough feats. He lost where Brook won.
Robin cause she wasn't part of the WEAK trio.
Usopp since he's the son of Yasopp with amazing sniper skills and I think has a lot of potential.
Chopper possesses the forms that could prove to be an advantage against an opponent.
Nami's more for show and being a navigator

If you entirely agree with this list from the strongest LUFFY to the WEAKEST Nami. Will there be a change later on? Oda likes to make weak characters into stronger characters with proof of Usopp having a bounty of 200 mill(though not entirely based on strength. Will Usopp, Nami, or Chopper become stronger than the meds? Or will things stay the same?

8- Nami
9- Usopp

The strength hierarchy will always remain the same. Oda himself said that Usopp has always been and always will be the weakest.

Yup, the first three and Usopp being at the bottom will never change. You think Brook has a chance of ranking up a bit in the future? I want to see more out of him.

I know Oda said Usopp will always be the weakest, but I honestly don't know how that will work out in the end.
I agree with your list, if not for Oda constantly downplaying Usopp, he might even be higher than he his in your list.

Brooke has the potential to be the number #4 but I think he will be one of the weakling 4 with Chopper, Nami and Usopp when the SH pirates are complete, since he is always cowering with them.

Hopefully he gets more screentime in Wano. He has an interesting fighting style and was seemingly portrayed higher than Franky in Thriller Bark

If not for restrictions Robin would be number 2 to Luffy only, I also doubt she could beat FrankyBot
due to how difficult it would be to restrain someone of his size and that he's made out of metal that wouldn't bulge.

Luffy
Robin
Zoro
Sanji
Franky
Chopper
Nami
Usopp

I agree with this.

To bad broke has become so much weaker (relatively) than when he was first introduced, I also wish franky got more serious opponents and that he was more serious himself, same with chopper.

Luffy > Zoro > Sanji > Jinbe > Franky > Robin ? Brooke > Chopper > Usopp > Nami

This has been said so many times yet noone has ever provided proof (not to me at least). At no point has outright said Usopp was the weakest this erroneous attribution should be credited to Luffy's VA. Bear in mind if you pay heed to her interview she states that Goda's intention was to portray Usopp as the more human member in a cast of monsters. Hence why his arsenal & subsequent move set was the most simplistic of the lot. This also explains his constant redundant regression despite the character development he received in W7. Being the most human doesn't equate to the weakest. If you factor his battling record, intellect and feats you will find Usopp is not the weakest. Let me put things in perspective: CC clown blew both Sanji (Nami possessed) and Usopp and several chapters later when slapped Sanji collapses exclaiming at the damage the body had suffered. Usopp's can not only match Nami but has her beat in several facets. Usopp > Nami.

I can't be the only one who was disappointed at how weak Robin was when she joined the Strawhats right? I mean, when she was with Crocodile she looked badass and hella strong, and then she became a SH and suddenly she seemed underwhelming. Honestly, considering that she has a devil fruit, and that it's ability is hella hax and has MASSIVE amounts of potential for development she should be really really strong, and I always figured that Oda kept her down so the big three could remain unchallenged.

She's nerfed hard, even as a support character.

With that kind of range she could interfere with battles at ease and even though her cloned
arms are probably limited to her physical strength, the fact that she can make hundreds or gigantic
arms makes up for this though.

Heck, she can even make clones that she shares vision with and could feel their surroundings(since she
feels the stress on the parts she create).
