Strongest person Peak MS Sasuke can beat would be War Arc SM Naruto, but it's not 10/10. He might even lose most of those so I'd say the strongest person he can beat 10/10 would be someone around 3rd Raikage or Mu's level.

I think he took the statement strong literally.

OT: I'd say Muu and 2nd Mizukage because recently I've come to the conclusion that the sharingan can see through both their invisible tactics.

In Muu's case, he is deflecting light to confuse his opponents but the sharingan also sees things behind opaque objects so it isn't restricted to seeing things with visible light reflection. Apex proved that suppressing chakra doesn't mean that it will cease to exist but it will be unable to be sensed because some of the chakra that usually flows off will be kept around the user. Moreover the sharingan doesn't see chakra through the sensation of chakra but can actually see it.

As for the 2nd Mizukage, the reason why his genjutsu is so broken is that it is a continuous mist so even if you try breaking it, the mist puts you back in it instantly afterwards. However, the sharingan can see through reality bending visual genjutsu IIRC without having to break out of it.

War Arc SM Naruto can freely summon Ma and Pa and actually perform the merging, adding a whole new layer of trouble, since Frog Song, multiple summons and various elemental jutsus come into play. Then there's COFRS, a direct hit from which should be a one-hit-kill regardless of V4.

Elemental Jutsu are useless. V4 Susanoo mows down Summonings with it's Enton Orb, Frog Call binds Sasuke, but not his Susanoo. COFRS has to be charged up, and Naruto has to be still and use multiple clones while he does that. In that time Sasuke can just use Amaterasu on him or he can use an Amaterasu large enough to consume the entire thing. He'd have to drop Susanoo though, but that and the excess flame from taking out the toads should easily let him set up Kirin with a Katon to the sky and then it's GG NAruto.
