No, he got the FULL Six Paths Yin power (Rinnegan) which composes half of Hagoromo's chakra. The reason he got it in one eye is that the Rinnegan he received is a one eyed variant (like Rinne Sharingan) which is equal in power to the dual variant which Madara had. He received the one eyed variant probably because of Hagoromo's chakra + Uchiha's chakra, which actually makes it closer to the Rinne Sharingan in terms of chakra, abilities and design i.e. a watered down Rinne Sharingan to be precise.

tomoed rinnegan acts as a pair so it it being in one eye isnt any issue. he recieves the same benefit as anyone with two rinnegans would.

Or maybe to show that it is fused with his sharingan. Since sasuke awakened his rinnegan I have yet to see him activate the sharingan in his left eye. I theorize that it is because the sharingan is permanently fused with the rinnegan and such he can use both powers through the same eye.

Combining Indra & Ashura's chakra = the Sage's chakra which awakens the Rinnegan, that's how Madara got his.

Indra & Ashura's chakra moved onto new host, when they died. In the current timeline Ashura's chakra was with Naruto, only by attaining Naruto's cells (Ashura's chakra), would Sasuke have awakened the Rinnegan.

My comment makes more sense, instead of gaining Ashura's chakra which would combine with Indra's to create the Sage's thus awaking the Rinnegan, Sasuke recieved the Sage's chakra from the Sage himself, which together with his/Indra's made the Tomoe Rinnegan.

Predecessors still have a piece of Ashura or Indra's chakra. Hagormoo already confirmed this:
