Is Narutos KCM speed on par with Flying Raijin?

Ok so the third raikages speed was known to be second to only the fourth hokage right? The fourth was able to dodge the raikages super speed punch by teleporting being the only ninja to ever dodge it. Naruto was able to dodge it without the flying raijin, does that make narutos speed on par with the teleporting jutsu? Obviously he has to put some force into his speed to do it but he was able to do what only the fourth could do at the Time. Making narutos speed on par with Sasukes ameno as well?

They were talking about Minato's speed (Shunshin), not FTG. FTG never produces a yellow flash, it's Minato's foot speed that earned him that title. Naruto is as fast as Minato's foot speed, not FTG.

I think that naruto has better reflexes which means he might beat minato to some point a but after a certain distance minatos teleportation is instant and will beat narutos speed. Basically at some distance minatos is faster at close naruto is faster because he has better reflexes.
