I've always said, the user doesn't need to be onto of the target to be able to use this jutsu. The episode today just further clarified that.
Jiraya performs the seals (while sitting on the ground)
Toad drops from the sky (in front of him onto 4 tails naruto)
What do you guys think, I personally think it's daft to think otherwise. The jutsu is a B rank. The summoning jutsu itself is a C rank. Why would they be different ranks if anyone with a large summoning can do it? All you'd have to do is jump above your opponent if that was the case, obviously not. Not just that, the DB lists it as a jutsu of all ranges.
