Questions about Marvel's Civil War (spoilers)

So as many have already pointed out, it seems like Iron Man has been extremely nerfed for the upcoming movie so that Cap can even stand a chance. With that being said I have some questions about Iron Man vs Cap in the comics.

1.) Was Iron Man nerfed in the comic version of Civil War? If so, how?
2.) Is the comic version of Cap stronger than the movie version? Did he stand a better chance?
3.) Bonus question: Where the hell is the Hulk? Was he gone during the comic Civil War as well? Banner would obviously hate working for the government so I'd assume he'd just side with Cap and tear Iron Man to shreds.

Haven't read any Cap or Iron Man comics, but about the 3rd question, Hulk isn't in the movie because there's already a lot of characters. However he will co star in Thor Ragnarok.

1) Iron Man is nerfed in the movies because they're not going to make Iron Man necessarily with in Captain America's movie.
2) Captain America/Iron Man are stronger in the comic world but Captain has a better shot at fighting Iron Man (in the movie) to make it look better and for it to not be a blowout.
3) Hulk wasn't around because he was sent away (Planet Hulk) because he was too much of a treat to the planet and couldn't be controlled.

1: Iron man was nerfed in the comics, captain America set him up right before iron man could blast him one of caps', teammates disabled iron man's weaponry. To which he got promptly spanked by cap because cap is a better physical fighter than Tony.
2). The comic versions are always stronger than their movie counterparts, if the movies went by exactly the abilities to the letter, then marvel movies would either ne really long or really short.
3). This is right after the hulk war but before world war hulk. In other words, the hulk is off world.
