That's the weird part. Hiruzen stated that he had to stop the third one no matter what and said i managed to stop the third one.
Orochimaru however stated that the third one failed. We don't really know if it was stopped or failed. What we do know is that it definitly was minato and that the ones that are sealed away by the reaper seal can't be revived, so it must be that it failed like orochimaru said.
