While Hiruzen presumably fires off a strong elemental attack to counter, Kabuto could use Hidden Mole Jutsu or Attack Prevention Technique to enter the ground while Hiruzen can't see him. Then Kabuto can get close to Hiruzen undetected and move for a surprise attack utilizing his far superior speed and reflexes.

Kabuto's lack of firepower could allow Hiruzen to win.

-Hiruzen boxes himself in with Enma cage upon seeing White Rage, then waits until its duration is over.
-Muki Tensei is countered by Katon, or breaking the stalagmites the same way he broke God Tree branches.
-Kimimaro's bones won't pierce Enma staff because diamond hardness>Steel hardness.
-Using shadow clones to spam element attacks might take out Kabuto, and he can outlast.

And Muki Tensei cannot be overpowered by Katon when Kabuto specifically attributed that offensive power to Amaterasu. Also, no reason to believe Enma can maintain his cage since he can both hear and see in staff form. Vibrations shit on him and so does the screeching sound. He follows up with chakra scalpel and Enma gets wrecked. Kabuto then proceeds to launch Tayuya's Genjutsu while Hiruzen and Enma are blind and the Genjutsu ends them (seeing how there's no reason to believe Enma's cage is sound proof, plus Enma is vulnerable too).
