Who's most capable of taking on an opponent who's much stronger?

I'm talking about a character that could take on an opponent who's in a higher tier of strength, but only with favorable conditions, prep time, etc.
Shikamaru's victory over Hidan is the perfect example. Guy nearly killing Madara would be a good example, too, but 8th Gate Guy is in the highest tier.

Gaara is a couple tiers below Sasuke, but could be defeat him in the desert?
Could Samehada-infused Kisame defeat Naruto in the middle of an ocean?
Could Suigetsu have his way with Hiruzen in the middle of an ocean?
Could Shikamaru solo Madara with prep time and knowledge?
Could Shino defeat Orochimaru in a forest with a very high population of insects?
Does Itachi beat anyone and everyone with prep time and knowledge?
Would Lee be fast enough to exploit Deva Path's 5-second interval between using ST and solo him?

Wow. I forgot Konan ever existed lol but yeah, I mostly agree. Her "infinite" paper bombs would be the undoing of anyone who doesn't have high durability. Susano'o users, 3rd and 4th Raikage, Gaara, Naruto, and other characters I can't think of right now. And Minato would just teleport somewhere far away, I suppose. As for Obito and Kakashi, Obito kind of proved that Kamui isn't fast enough to completely evade Konan's bombs

naruto useing a clone to use each bijuu's chakra and sasuke attempting to use his paths could have beaten jj marada.

You've mentioned Shikamaru - he may not be the most capable, but it's canonically sort of his "thing". I think that he (and Shikaku, and possibly Shikadai) could take on higher tier ninja with prep and intel, judging by the way their intelligence was presented. Though, I don't think they'd be able to beat mountain-buster level ninja.

Ima add Muu & Ohnoki cuz particle style OP. Just need to know where to aim it. Kakashi, Jiraiya & SM Naruto have also proven themselves capable of utilizing intel.
