Because not every teacher truly knows to what extant a student will learn a technique. Meaning you could teach someone the fundamentals of something. It is on the student to actually grasp the teaching. Based on there talent it will defend on how far they will get. Not every teacher truly knows to what extant a student will go with what they taught them. Hence why a suprise reaction can happen.

You're right. It's probable, but not definite. So you can't just give off the credit of Sasuke's development to Oro, specifically since Oro's contribution (if it exists) was minor and conceptual.
