I don't think many could stop it thus the reason kishi kept him from even getting a chance and reason to do it

It was still an exhausted naruto and madara is very powerful also no rsm would stomp 7th gate gai bsm naruto is a better matchup .madara didn't really attack gai he could have used raiton on him or used limbo and even then the 7th gate attack was ineffective
