What Sasuke has is just an enhanced Rinnegan. There's a distinction between the Rinnegan and the Rinne Sharingan (what Kaguya has), according to the fourth databook. They aren't the same eye just because they share some similar powers.

Shar-rinnegan means sharingan plus rinnegan. Both have that distinction and I believe they have same jutsus as well, but sasuke hasn't mastered/ or doesn't have enough chakra to use his eye like kaguya. I take back what I said about a water downed version
