Shouldn't the Water element be dangerous to Lightning like Wind to Fire?

My bad. Though Water can be used to aid Lightning attacks, so an opponent can use your Water to harm you. But he's at the same disadvantage unless he has a good counter, so yeah, you're right.

Like if the water user creates a tsunami, and the lightning user launches a lightning attack, the water simply gets coated with lightning and both drowns and electrocutes the lightning user.

If they're both drowned, then the Lightning jutsu will electrocute both of them. And since Lightning user has some resistance due to that being his element, he has better chance. In short, Water extends the reach of Lightning through conduction. Where ever the water is present, lightning will reach and electrocute that person.
