Why didn't Hiruzen adopt Naruto?

Always thought this. "Was always there for everybody in the village" ....except for the 2 kids who needed him the most.

Leaving Naruto to that lonely little bullied childhood of his, it's a MIRACLE there wasn't another Kyuubi incident. Like, Naruto may be the only character positive enough in the series to not have that bitterness take over and let Kurama manifest.

People say Hiruzen was always so busy...yet his first few appearances he's just dicking around with a magic ball and letting Danzo pilot his village. The guy had TIME to train or at the very least- adopt Naruto.

Right. Hiruzen didn't even have to take care of him, just enough so that they could enjoy meals together at the end of the day or something.

But nah. This dude literally ate cup ramen his entire life, and spoiled milk. No wonder he was the shortest out of his generation until the time skip. He was lacking the basic nutrients! No one told him how to eat and what to eat.

He just ate what-ever looked tasty.

If you notice, almost everybody in leaf village loves Hiruzen, even kids respect him alot (in kids way ofc).

i guess hiruzen didnt want to have favoritism for any of the children. but Naruto lived alone even though he was only 12, even if they are ninjas shouldnt they be in an orphanage? It looked like he was living that way for ages, who took care of him as a baby and a toddler? Did they just leave once he was 5 and say, okay you are now old enough to be on your own, bye feclicia???

Jiraiya should have taken care of Naruto especially as he was his God father and friend to his parents. If I were minato id be sad and angry at him for leaving him for 12 years.
