The way the sharingan precog works is you see an "image" the your opponents next move before it happens. Better precog would be you being able to "see" further, say your opponent just starts to move, but you can already see their entire sequence of moves and counter it:

Your explanation is only half true, to further it, it works by reading the slight motions of the muscle. Therefore by the time any sharingan precog knows of the move, the enemy already thought about what they are going to do, and to read a full sequence before it happens would be literally peering into the future, which it can't do. It can only tell what the next move does based on the slight muscle movements, hence why it couldn't predict Kyubi chakra arms
