Reincarnation (転生, Tensei, Viz: Transmigrant) is a process through which the chakra of a deceased individual is reborn in a new living vessel. The living vessel is also referred to as a reincarnation.
Naruto compared it to having a ghost inside of you.
Anyhow, the curse of hatred has been broken between Ashura and Indra, due to the Naruto and Sasuke, being the reincarnations who made peace with each other.
The questions:
Can any deceased individual, joint a living vessel whenever they want?
For example, Obito went into Kakashi for a short while, during the Kaguya vs team 7 fight.
Will Ashura and Indra choose new vessels after Naruto and Sasuke die to maintain the peace?
Or will they stop choosing a new vessel till the times need it?

Sarada wants to be the hokage and Boruto wants to be like Sasuke as he announces at the end of the movie.
Sasuke see's Boruto as someone who can surpass Naruto. He says this to Boruto.
I find it difficult to imagine how a non-Ashura/Indra reincarnation, can surpass an Ashura/Indra reincarnation.
Unless Boruto becomes one as well.
One could interpret surpassing in a different way. Not powerwise for example, but as a person, personality wise, being someone who maintains the peace and such.
Or if its powerwise, than Boruto being the child of Naruto and Hinata, should give him awesome genes together with with his talent. Boruto has also found his determination now. So he will put in the hard work too on top of his talent and genes.
The clans of his parents (Uzumaki and Hyuuga) are descendants of the Otsutsuki.
So maybe Boruto can surpass Naruto without transmigrant power of Ashura/Indra.
Edit: in addtion, Boruto could become the new host for Kurama.
