Danzo's influence can be seen/felt through out the shinobi world. Just look at the subordinates he's had and incidents he's been involved with.

In the shinobi world, strength is what matters. And Danzo was certainly one of the most militant people of the shinobi world.

I never said he wasn't influential I said without his stolen powers he's not that strong. No doubt his hands are all over the plot but you don't need to be strong to influence people the way he did you just need a high position in the most powerful (which he had) and some cunning.

But you don't get to wear Danzo was in the shinobi world being weak. Look at fodders like Izumo, Kotesu and Asuma. Danzo's almost like the Tywin Lannister of the shinobi world. Renownedly known, and renownedly feared.

Dude, the only reason he's in the position he has is because he was friends with Hiruzen (who was far above him) just like the only reason those two old people (homura and koharu) are advisers. If they weren't friends with Hiruzen, they wouldn't be doing anything.

And yet, from what we know, it was Danzo and the other elders who oversaw the Leaf's day to day operations. With Hiruzen giving Danzo free reign to do whatever he wanted. Why do you think Tsunade butted heads with Homura, Danzo and Koharu? Even Jiriaya passed on to Tsuna to beware of Danzo. This is something Tsuna passed on to Sakura as well. The Leaf Elders were used to muscling around the Hokage and doing things they're own way. Hiruzen didn't challenge his peers, while Tsuna did.

Also Hiruzen disbanding ROOT was in the Kakashi filler only. Sai and Yamato were still active member during Part 2. Kakashi knew it, and Tsunade knew about it.
