Was thinking about this the other day
with respect to certain characters' actions reverberating across generations and having lasting effects/impacts throughout the entire series.
For me, I'd go with Madara, Jiraiya, and Hagoromo as the top three.
Madara influenced Hashirama into founding the village, he also manipulated Obito into carrying out the tsuki no me which in turn led to the infiltration of the Akatsuki and all their deeds, then to top it all off, he came back from the dead and wreaked havoc on everyone for a limited time.
Jiraiya was kind of like a counter to Madara. He trained Minato, Nagato, and Naruto, all of whom played a part in combating madara's schemes.
Finally, Hagoromo kind of goes without saying; he is credited with inventing ninjutsu and all of that
