According to OP's conditions, Sasuke can't use his Six Paths techniques (which he hardly used anyway) and MS/EMS powers i.e. Susanoo, Amaterasu. This doesn't put any restrictions on Sasuke's planet level ninjutsu like planet buster Chidori. Formidable Fire Release. And more. And Sasuke's strength and speed are WAY above Killer Bee even without Ameno.

Ameno-only Sasuke (mostly didn't even use Ameno) was able to fight on part with Kinshiki, who's tiers above Killer Bee. Killer Bee is a kid in comparison. Sasuke owns him with just pure taijutsu, kenjutsu and physical attributes (without a single Sharingan or Rinnegan tech, not even Ameno, and also without any ninjutsu).

You can't speedblitz a jin. Even minato couldn't

Sasuke speed blitz the highest level of Jin who is tiers above Killer Bee. And Sasuke is a tier above Minato in speed.

That has nothing to do with blitzing. Madara has never been blitzed only slightly overwhelmed but not even Naruto, Guy, or Sasuke could catch him off guard.

When Sasuke first got ameno he could use it three times before he needed to recharge, now that he's an adult and in his prime it should be way more than that.

Sasuke would win this with Ameno only and sharingan techniques.... Ameno is not a Speed Blitz or whatever... he is swapping/substituting himself with something, most times air. As shown in the anime he can also swap people with something like he did to madara and left him wondering how he reached in between the attack of him and Naruto. Sasuke can still use mangekyo sharingan techniques (Ameterasu, Susanoo) which is enough most things bee can throw at him and ameno would deal with anything else

Ameno isn't needed, just body speed & Chidori.

1: His foot speed is vastly superior.
2: His Chidori was strong enough to obliterate a meteor.
3: His Chidori stream was sharp enough to cut Gyuki tentacle easy.

Use #1 to hit Killer Bee with #2 and when he transforms finish the Octopus with#3
