That doesn't look like Kinshiki is using lightning to me. The action is fast paced and the quality is bad so i might be wrong, but Kinshiki primarily uses glowing red weapons, any lightning is more likely Sasuke's.

8 seconds in, it looks a lot like lightning. He could be using chakra manipulation.

The Lightning is either Sasuke's or it appears to be Lightning due to weapon clashes, which is actually sparks. Kinshiki does not use Lightning.
