Potential is something everyone has but it doesn't matter if you don't work towards it. Someone with less potential can far surpass you and when they do their own potential can increase thus giving them greater potential than you.
That means Goku and Vegeta's potential are galaxies ahead of Gohan's own potential right now.

One thing that people forget is that Gohan was never a true fighter. He never wanted to fight cell and only through the loss of his loved ones did he start. He always wanted to be a scholar and now had a family of his own. Goku and Vegeta are not that type of person. He had his fair share of badass moments in DBZ anyways. Just be glad that Vegeta is being pushed along with Goku.

Fun fact: they said the same thing about Super Saiyan back when it wasn't every saiyans birthright. Now Pan can go super saiyan while Videl is still pregnant. If Toriyama wants to put Gohan on the same level as Goku and Vegeta, there are plenty of ways of doing it.
