Can some one tell me what programs and packs I need to make a Premium avatar with those lightning and snow effects.
Also some tips would also be helpful.

With effects u need Adobe After Effects.

For Premium I use Photoshop and Im happy with it.

Is the Avatar you're using right now only from Photoshop? And is there a tutorial about effects on AAE?
