Though on the real, it makes sense. The Hokage's job is to protect the village, minus the other things that Naruto has to do to run his little nation. Sasuke is doing the same thing, except he does it away from the people.

So in sense he is the 'other hokage', if that makes sense? Though I dislike looking it at that way considering Boruto's development leads him away from the Hokage title in total lol.

LOL.....I would've been a Boruto hater if he also aimed for the hokage seat. Can't have anyone threatening my sweet princess Sarada--the spark that will reignite the flame of the blessed Uchiha clan--(wank fin)--rise to the hokge seat.....it's time for an Uchiha hokage..........Boruto's alright with me...I love his development in the movie.....I'm just excited about those forthcoming byakusharingan-high stamina babies. BoruSara CONFIRMED!....lol

Oh how did I miss this thread...excellent theory....and yea, I've been saying forever that Sasuke is essentially living out a watered down, saner version of his revolution plan which was to maintain peace from the shadows.....plus with Kishi's style and themes in the story, I fully expected Sasuke to be essentially the hokage in the shadows.
